How wet is too wet

In the weekend it was raining nonstop. We went on a walk down the main
street to see the damage.  We saw some shops with dehumidifiers in them.
The worst of them all was living cooperation.  It had eight dehumidifiers
in it. It was really cool seeing the places with the dehumidifiers in
them.
